Canada is the odd one out among its primary allies in not having a foreign intelligence agency (this is NOT the same as a foreign intelligence capability!). Lately, some Canadians, none of whom ever actually worked in foreign intelligence, have weighed in on this matter. Borealis President Phil Gurski, who spent 17 1/2 years in what we call FI, begs to differ with this 'expert' opinion.
