It’s not the first time the issue has entered the national conversation. In October 1980, then-prime minister Pierre Trudeau introduced the National Energy Program, following a deadlock in negotiations with Alberta over an energy-pricing agreement.
The program triggered an outcry in parts of Western Canada and the oil industry. Many believed the Trudeau government was killing investment in the industry and crushing the province’s economy.
