A Quebec mother who abandoned her toddler in a field will remain in a psychiatric hospital. Dr. Gary Chaimowitz says being ruled not criminally responsible isn't an escape from consequences because these people generally remain in the forensic system far longer than convicted criminals do in the criminal justice system. He also says the forensic system is quite effective, because the rate of recidivism is far lower than the national average.
