Secretary of State for Defence Procurement Stephen Fuhr doesn't believe a lack of Canadian manufacturing is the reason about three-quarters of Canada's defence spending goes to the U.S., saying that Canada got 'lazy' with procurement by 'doing it a certain way all the time.' Fuhr says the new Defence Investment Agency announced Thursday can 'absolutely fix' cases of extreme delays, including a truck replacement project set to take about 17 years.
