After unveiling a record $1.39-billion deficit in New Brunswick's budget on Tuesday, Finance Minister René Legacy agrees that a string of shortfalls across the country points to a broader crisis in provincial finances, saying New Brunswick and others are looking at changing the ways they deliver services to their residents.
