"Intentionally targeting civilians is a war crime,” Blinken said. “After all the destruction of the past three weeks, I find it difficult to conclude that the Russians are doing otherwise." Blinken said the U.S. believes Russia may be setting the stage for a chemical weapon attack and then plans to "falsely blame Ukraine to justify escalating its attacks on the Ukrainian people." He also confirmed a U.S. citizen was killed in Ukraine.
