Should the IRS Scandal Land Someone in JAIL?

"President Obama said he didn't find out about the Internal Revenue Service targeting the tax-exempt status of conservative political groups until media outlets started reporting it on May 10. He demanded accountability and said he wanted to see an internal IRS investigation."*

The IRS scandal in which certain conservative groups were held to extra scrutiny when applying for tax-exempt status has landed one job on the chopping block-- acting director, Steven Miller. Republicans are crying out for more firings, even jailings! But this certainly isn't the first time a government agency acted on behalf of a president. Historically speaking, is this fair?
