The cops pulled motorists over for random traffic violations (i.e. tinted windows) near a shopping complex, then engaged the nervous drivers in small talk, artfully steering the conversation towards their Christmas wish lists. That info was surreptitiously relayed to a team of police elves, and the items were delivered during each traffic stop, setting the stage for some touching reactions."
