It’s a phenomenon that has cropped up repeatedly this cycle, including at a Marco Rubio rally Tuesday in South Carolina.
While discussing his plans to “keep Guantanamo forever,” a man in the crowd pretty clearly shouted “Waterboard Hillary!”
