"Mike Pence, usually one for modesty, stepped to the podium Thursday morning for a transition victory lap, crowing that 27 Senate-confirmable positions had been named, 536 beachhead team members were set to land at federal agencies (“bright and early — on Monday morning”), and that incoming President Donald Trump’s transition team had accomplished it all with time and money to spare.

“We’re wrapping up this transition on schedule and under budget,” Pence said, echoing one of Trump’s favorite lines to describe his real estate projects.

But the sunny picture Pence painted is an incomplete and misleading one. Even if the transition returns 20 percent of its allotted federal funds to the government, as Pence claimed it would, that would mean that 80 percent of the funding had been spent by a transition that to date has filled just 4 percent of the positions that require Senate confirmation and are considered “key” by the Partnership for Public Service — to say nothing of the 3,000 or so other positions a presidential administration fills.

That means a slew of senior positions throughout the federal government, including at the State and Defense departments, will be empty when Trump takes the oath of office on Friday.”*
