Gov. Sam Brownback’s signature 2012 tax policy continues to be Kansas law, after legislators failed to find the votes needed to defeat his veto of a massive package of tax increases intended to help fill the state’s budget shortfall.
The House voted to override the governor by a tight margin, 85-40, just one vote more than the required two-thirds majority. But support waned in the Senate, with senators voting 24-16 to override, short of the 27 votes needed.
The failed Senate effort capped an extraordinary day of lightning-fast developments surrounding House Bill 2178, which would have raised personal income tax rates, added a third tax bracket, and eliminated a widely-derided exemption for businesses. The Legislature passed the bill last week.
Brownback took his veto pen to the legislation in an early morning ceremony, after promising a veto Tuesday night. He struck at retroactive provisions in the bill, though some past tax bills have included similar language. He argued the tax increases would have harmed working Kansans, especially those living paycheck to paycheck.
“We must not choose to resolve budget challenges on the backs of middle-income Kansans with retroactive personal income tax increases,” Brownback said.”
