“After months of starts and stops, the unexpected defections of Senators Jerry Moran and Mike Lee this week have effectively killed the Senate G.O.P. effort to repeal and replace Obamacare. A mostly symbolic push by Majority Leader Mitch McConnell to hold a straight repeal vote is also dead on arrival after multiple senators said they would oppose a vote to proceed. Republicans remain loath to abandon efforts to unwind the Affordable Care Act, which they blame for rising costs and ensnaring businesses in ungainly regulations. “I will be having lunch at the White House today with Republican Senators concerning healthcare. They MUST keep their promise to America!” President Donald Trump tweeted Wednesday, calling on lawmakers to “discuss how good their healthcare bill is.” But for many within the party, the messy, protracted debate over Obamacare repeal has exposed a harsh reality: after railing against the A.C.A. for the better part of a decade, the 2010 law is more popular than ever. Subsidies, benefits, and regulatory protections that were granted to vulnerable constituencies cannot be clawed back without enormous political cost. And the enthusiasm for repeal, which once energized the G.O.P. base, has dissipated.”*
