"Cuellar raised $311,175 in these three months. About half of the donations, $158,135, came from individual contributions and the remainder, $153,040, from various PACs.
Sandra Whitten, who is running for this seat as a Republican, has not filed her financial information with the Federal Elections Commission this year.
One of the lines Cisneros has drawn to differentiate herself from the incumbent is that he takes money from corporate PACs, which to Cisneros signifies that he is not listening to his constituents but rather to these companies' interests.
"I'm proud to be the only candidate in this primary who is not taking money from out-of-state Republican corporate interests like the Koch Brothers," Cisneros said in an emailed statement. "... Our campaign is powered by small-dollar contributors, not corporate PACs and Republicans.
"There's no question we will be out-raised by Cuellar when he's got friends like that. Money is not our metric of success. Our metric is energy, enthusiasm, small-dollar contributors and volunteers."
