Mr Trump said there was an "arctic blast sweeping the country" and he didn't want "to see people hurt or injured in any way". Forecasters say the temperature on Monday could plunge as low as -6 degrees - with wind chill making it feel even colder.
Once he's thawed out, President Trump will sign a series of executive orders designed to be issued within hours of him taking office.
They may include major sweeps by immigration officers and tighter security along America's southern border, ahead of Mr Trump's pledge to introduce mass deportations.
In the California city of Bakersfield - home to a substantial Latino population - federal agents have already begun rounding up undocumented migrants.
