Thousands of prisoners are being "wrongly restrained" while receiving vital hospital care, the Prisons Ombudsman has told this programme.
In a rare interview he says more must be done to end what he calls these "inhumane practices" and that despite sending more than 200 recommendations to the Prison Service about inappropriate use of restraints - not enough has changed.
His damning comments come after this programme exclusively revealed pregnant women were being handcuffed in labour, in clear breach of policy, triggering inquiries across the female prison estate.
