The British Medical Association called the government's offer to doctors as 'woefully inadequate', while nurses have called their smaller offer of a 3.6 per cent rise 'grotesque'.
The government had initially budgeted for a 2.8 per cent increase but unions had threatened action if it wasn't increased.
