People had already embarked on journeys before the news came through of Israel's military warning that roads leading to the sites will be considered "combat zones".
At least 27 people were killed by Israeli soldiers while on their way to one of them yesterday.
The Israeli defence force said they targeted suspects who were "deviating from the designated access routes".
