That means more and more people have been fiscally dragged into the higher rate, netting billions for the government.
When Labour came in, the Chancellor announced it would end.
Now, it looks like they will extend the freeze in the budget to raise funds, with a renewed focus on people with the broadest shoulders.
Except, after years of inflation, low economic growth and wage compression, even the normally well-heeled English middle classes feel financially stretched.
