Farage told the House of Commons the circumstances around the 18-year-old's death show evidence of "two-tier policing" and that was what led to clashes between protesters and police in Southampton on Tuesday.
Starmer said Farage's response is "unforgivable" in the face of Nowak's family speaking out against his death being used to create division.
Other MPs heckled Farage as he spoke.
Nowak was killed in 2025 by Vickrum Digwa, who was sentenced to 21 years in jail, with police bodycam footage showing they initially placed the teen in handcuffs while he lay wounded. The actions of police officers during the incident are being investigated.
