The move followed calls from Trump who admitted not knowing what a red card meant but claimed to be an expert on fouls, and allowed Balogun to play against Belgium on Tuesday morning.
There is widespread outrage at Trump using his close relationship with Infantino to extract an extraordinary outcome, even though both deny being involved in the actual decision.
Infantino insisted the highly unusual decision to rescind the player's one-match ban had been taken independently.
But it has provoked an outcry around the world.
