The tags are used to monitor whether offenders are complying with curfews or court orders. The NAO called it "inefficient" - although the Ministry of Justice claimed the number of those without tags was far lower.
The report comes at a critical time, as the government prepares to begin releasing a raft of prisoners early - including rapists and sexual abusers - to help ease pressure on prison spaces.
