13:01Now PlayingAn Energy Analyst, Bode Sowunmi, says the Department of Petroleum Resources and some other agencies that are supposed to ensure regulation and enforcement technically lack the capacity to perform their duties.
He says the problem was systemic and asks the government to meet whatever needs that are there in the short term and also set up a structure that will enable the agencies be in control of the factors affecting the supply of fuel.
"WE need t look at the system in a systematic approach," he said.
