Zohran Mamdani, the Democratic winner of New York City’s mayoral primary, is proposing city-owned grocery stores to "keep prices low, not make a profit." These are not new concepts in the U.S. and have been tried in the past. CNBC visited two smaller cities in Kansas to see how this model operates and whether it could be replicated in larger cities.
