Colion Noir sits down with Shantel Davis, Development Manager for the People's Harm Redetection Alliance – a Seattle-based organization that believes in the idea of employing harm reduction and needle exchanges to promote what they refer to as safer drug use across a city plagued with a heroin epidemic.
