Under current law, insurance that comes from your employer is tax free, but if you try to buy it on your own, you get no such protection.
Rand Paul's health care plan would equalize tax treatment for individuals, using a refundable tax credit.
A common criticism of tax credits is that some people don't pay enough income tax to benefit from them. This plan solves that problem by allowing the credits to come from payroll taxes instead of ordinary income tax.
This is also distinct from other tax credit plans, which redistribute wealth. Rand Paul's plan lets you keep your own money, without giving it to others.
