Laura highlights what this means for the ongoing investigation and also examines the actions of former Police Chief James Burke and District Attorney Thomas Spota who not only undermined and stalled the original investigation by keeping the FBI out but details that both men were corrupt and so busy protecting their own backs, that significant witnesses and intelligence was overlooked preventing Rex Heuermann from being identified in 2010.
