It shows the bodies of El Salvadoran migrants Óscar Alberto Martínez Ramírez and his 23-month-old daughter, Valeria, who were found along the banks of the Rio Grande, between Brownsville, Texas, and Matamoros, Mexico. The senator made the comments at a Senate Homeland Security hearing on migrant smuggling with three federal immigration and border officials.
