U.S. House delays a procedural vote to bring up a temporary federal government funding bill to avert a government shutdown in 12 days, as there are signs that the latest version of the bill could not get enough Republican votes to pass, assuming no House Democrats plan to support it.

We hear from House Speaker Kevin McCarthy (R-CA) and Rep. Chip Roy (R-TX), both in favor of the Continuing Resolution (CR), and Rep. Matt Gaetz (R-FL), who is opposed.

President Joe Biden tells the United Nations General Assembly in New York City, "Russia believes that the world will grow weary and allow it to brutalize Ukraine without consequence. If we allow Ukraine to be carved up, is the independence of any nation secure?"

Ukrainian President Volodymyr Zelensky also speaks at the UN, warning against any peace plan with Russia that would be less than a military victory for Ukraine, saying there is a chance to “end the aggression on the terms of the state that was attacked.”
