2:39Now PlayingSenate Majority Leader John Thune (R-SD) on Thursday announced he will bring the SAVE America Act to the floor next week, a Republican elections bill that President Trump has put tremendous pressure on him to pass.
"I can't guarantee an outcome on this legislation," the majority leader said on the floor. "But I can guarantee that we are going to put Democrats on the record, that they'll be forced to defend their outrageous positions on these issues and explain to the American people why commonsense and the Democratic Party have parted ways."
The legislation would mandate that people present proof of citizenship when registering to vote and voter ID at the polls in every state. It also includes provisions to ban biological males from competing in women's sports and prohibit transgender surgeries for minors.
"It is a package of common-sense policies, the kind of common-sense policies that should get an automatic 'yes' vote from every member of this body," Sen. Thune said.
President Trump and the MAGA base have increasingly pushed Sen. Thune to pass the bill by any means necessary, including changing the chamber's filibuster rules, with the president saying it would "guarantee the midterms" for Republicans.
"Maybe it's going to be the talking filibuster like the old days," President Trump said Monday. "But they have to get it done."
The problem for Sen. Thune is that he does not have the 60 votes needed to overcome a Democratic filibuster, nor the simple majority needed to change the chamber's filibuster rules.
"The votes aren't there, one to nuke the filibuster, and the votes aren't there for the talking filibuster," Sen. Thune told reporters Tuesday. "It's just a reality. I'm a person who has to deliver sometimes the not-so-good news that the math doesn't add up."
President Trump has threatened not to sign any legislation until Congress passes the bill, calling it the "most popular bill I've ever seen put before Congress."
"He's got to be a leader. If he's a leader, he's got to get them," President Trump told reporters at the White House on Wednesday.
