Sen Kennedy: "In his own way…The president grows anxious when he has an unexpressed thought. He just puts it out there and sometimes it's not tight."
Kennedy said he would only support the administration's roughly $200 billion request if public hearings are first held in Congress.
"I can assure you that we're not going to vote to give $200 billion or $2 billion or $200 until we have hearings on the money," he said.
"I support the war, and if they need more money, I'm going to vote to give it to them. But my mama didn't raise a fool, and if she did, it was one of my brothers. I'm not going to give them a blank check."
