He shares how high state taxes and liberal policies were causing a mass exodus out of Maryland similar to what people fleeing California and New York are experiencing now. Democratic legislation had put Maryland in the company of high tax states that have seen their populations decline for lower tax states. He shares what he did to turn things around for the Maryland economy.
