He noted that acquiring citizenship in Saudi Arabia is challenging, as the country is selective in granting it, usually reserving it for individuals who can significantly contribute to society, such as university professors. Saudi Arabia is a welfare state offering privileges like free healthcare and education to its citizens, which leads to stringent criteria in awarding citizenship to prevent misuse of these benefits by outsiders.

Although Napoleon holds a foreign investment license and a premium, or lifetime, visa that enables him to operate his businesses, he like many other foreign investors, does not hold Saudi citizenship. He highlighted the culturally significant aspects influencing immigration policies, underscoring Saudi Arabia’s position as a strategic and culturally important nation, particularly within the Muslim world. He expressed admiration for the country’s careful and strategic approach to maintaining a safe and revered society.
