During the early '90s, gangs like the Latin Kings and Ñetas held more power in New York state prisons, particularly after having established dominance earlier on. Maino recounted hearing rumors of the Bloods starting to appear on New York’s Rikers Island but noted that their influence within state prisons grew over time, as more members were incarcerated. The influx of new initiates helped the Bloods bolster their numbers and take root.
