The body is economical in using water or energy reserves.

It is interesting to note that the body tries to maintain a normal body temperature using the most economical mechanisms possible in terms of energy use and water loss. This means there will be vasodilation as an initial response to increasing body temperature. Only if temperature continues to rise will water reserves be used to produce sweat. In the same way when body temperature drops there will be initial vasoconstriction with shivering only being used if temperature drops further. In this way energy reserves such as glycogen and fat are conserved as much as possible. This economical use of body reserves means we can survive for longer while we look for sources of water and food.
