CODIS is an acronym for Combined DNA Index System, which is a computer software program that operates local, state, and national databases of DNA profiles from convicted offenders, unsolved crime scene evidence, and missing persons.

On August 5th, A 37-year-old mother of five, Rachel Morin went for a hike at 6PM in Bel Air, Maryland. Her boyfriend, Richard Tobin, reported her missing shortly before midnight that evening. Her body was found on August 6th, 2023. Rachel owned her own cleaning business and worked hard to look after her kids, whom she was devoted to, all between the ages of 8 and 18.

The Harford County Sheriff's Department has said that her death was the result of foul play. No suspects have been named yet and the investigation continues. Detectives said they received information that between 6pm and 7.30pm, the group of potential witnesses were walking on the Ma & Pa Trail from the Rt. 24 tunnel toward the split in the trail that leads to the Williams Street trailhead. The individuals were described as either being three men, two women, and two dogs or two men, three women, and two dogs.

The Harford County Sheriff’s Office is requesting assistance in identifying the below-depicted individual in relation to the homicide of Rachel Hannah Morin, which occurred on August 5, 2023. Rachel was brutally murdered while walking on the Ma & Pa trail in Bel Air, Harford County, Maryland. The unknown male is described as being approximately 5’ 09’’ 160 pounds, approximately 20-30 years of age, with dark hair, a muscular build, and is believed to be of Hispanic descent. This is not a current photo (within the last six months), and the subject’s hairstyle may have changed. This individual is believed to have ties to the Los Angeles area and may have been involved in violent crimes in other states.
