The trend is expected to continue - especially in Africa. The number of people taking drugs there is projected to rise by 40 percent in the next ten years.
The coronavirus pandemic has led to more drug use around the world. Lockdowns and travel restrictions have forced dealers to find new ways to sell and deliver their drugs.
Cannabis, or marijuana, remains the most widely used drug - and it's stronger than ever before. The UN says more and more young people are unaware of the potential health risks.
Afghanistan is home to the global heroin trade. For the down and out in the capital Kabul, drugs seem like an easy escape from their difficulties. In our next report, we meet a woman determined to help users break the cycle of addiction.
