Georgia has swung between governments who want to join the EU and NATO, and those who are much more friendly towards Russia. Yet polls suggest the vast majority of its people are more west-oriented. The division between the people and the current government makes Georgia seem unstable, making German foreign minister Annalena Baebock's visit a sensitive one.
