He has adopted an ambivalent stance towards Russia's war in Ukraine, intensifying his country's energy dependence on Moscow while also brokering a deal to facilitate Ukrainian grain exports via the Black Sea and agreeing to stop the transit of Western-sanctioned goods to Russia.
