Videos show water surging through a collapsed wall at the Nova Kakhovka dam in southern Ukraine. Local authorities have urged residents of villages downstream to evacuate. Ukraine's military accused Russia of blowing up the dam, while Russian officials and state media blamed Ukraine. The dam reservoir supplies water for drinking, agriculture, and for cooling the nearby Zaporizhzhia nuclear power plant.
