That's according to the United Nations Command that jointly oversees the Demilitarized Zone at the inter-Korean border. The unnamed individual, who is reported to be a US soldier, was on a tour at the time, and is understood to have made a dash for the border during a visit to the Pan-mun-jom truce village. The US State Department advises Americans not to enter North Korea due to the serious risk of arrest and long term detention.
