The French President made the remark at a meeting of more than 20 European leaders in Paris. The conference was convened as a show of support for Ukraine against Russia's war of aggression. Ukraine is now largely on the defensive as it contends with slow western arms deliveries, and Russia's superior numbers on the battlefield.
