But a key stumbling block remains: Israel's plans to attack the southern Gazan city of Rafah. Prime Minister Benjamin Netanyahu has repeatedly vowed to assault Hamas forces in the city whether or not a truce is reached. That's despite repeated warnings from the US, UN, and others that an attack would spell disaster for the more than one million Palestinians taking refuge there.
