The former defense minister Shigeru Ishiba will replace current leader, Fumio Kishida, who suffered a series of financial and political scandals. Ishiba has pushed for a boost in military spending and has also called for the creation of an Asian version of NATO. The former defense minister argues that Japan's military should be able to respond firmly if territorial airspace or waters are breached.
