4:11Now PlayingBarcelona was on high alert on Monday as downpours lashed the Spanish city just days after flash floods killed at least 217 people in the coastal region of Valencia.
Flights to and from Barcelona Airport were canceled, delayed and diverted as Spain's State Meteorological Agency (AEMET) placed the city of Tarragona, south of Barcelona on red alert for torrential rain.
The latest downpour comes as officials have been trying to shift the blame following Spain's worst flooding in decades.
Many in the hard-hit Valencia region are angry with the speed of the official response and of the timing of the warnings they received last week.
