Tensions with neighboring Serbia are a key issue and the ballot will shape their future ties. Incumbent Prime Minister Albin Kurti - a leftist and Albanian nationalist - has been accused of destabilizing relations by discriminating against Serbians in Kosovo. The nation broke away from Serbia in 2008 following the war - but Serbia does not recognize its independence.
