Trump had invoked an emergency powers law when he unveiled the tariffs on April 2nd - declaring it Liberation Day. He claimed trade deficits and the threat posed by Mexican drug cartels allowed him to impose across-the-board import duties. But the Court said the US constitution gave Congress exclusive powers to regulate trade with other nations. The Trump administration is appealing the ruling.
