One of the biggest shifts has been in Germany with Chancellor Friedrich Merz saying he no longer understood Israel's objectives in Gaza. Merz's statements have added fuel to a debate over whether Germany should continue to deliver arms to Israel. Social Democratic (SPD) members of the current German government coalition have urged a halt to arms transfers to Israel, though Germany's Foreign Minister Johann Wadephul said an arms embargo would be a step too far. Human rights organizations have noted that Germany's export of arms to Israel is in violation of the binding international Arms Trade Treaty.
