It comes as defense ministers from the alliance met in Brussels. The program includes long-range weapons systems, air defense and mobile land forces. NATO members are beefing up their forces in response to Russia and its war in Ukraine.
Earlier, US defense secretary Pete Hegseth said that nearly all NATO members had agreed to boost spending to five percent of GDP.
Germany's defense minister Boris Pistorius says Germany needs "around 50,000 to 60,000" more active soldiers.
