10:09Now PlayingThe 10-nation Joint Expeditionary Force or JEF, the Nordic and Baltic countries, plus the Netherlands and led by the UK, is a smaller, more agile grouping of some of the alliance's best militaries. Defense ministers met Wednesday in Bodø, Norway to plan further cooperation and exercises and to formally invite Ukraine as a partner. NATO last month opened a new Combined Air Operations Center in Bodø to better coordinate the defense of the high north.
Meanwhile, experts have warned that Ukrainians are at significant risk of power shortages this winter, which could affect everything from electricity to heating in the coming months. The risk comes as a result of Russia’s ongoing bombing campaign, which has targeted power plants and gas infrastructure across the country. That's caused widespread power shortages and heightened fears of a difficult winter as temperatures begin to drop.
