10:33Now PlayingGermany's coalition government has agreed a new voluntary military conscription plan to boost armed forces. The aim is to increase troop numbers amid rising security concerns and in response to perceived Russian aggression. Here is how the new system is designed to work. If approved by the German parliament, from January all 18-year-olds will receive a questionnaire about their willingness to serve. It will be mandatory for men to complete and voluntary for women. This will be followed by a medical exam to determine their fitness. Service would be voluntary, with increased pay and benefits to encourage enlistment. The target is to reach 260, 000 active soldiers by 2035 - up from about 180,000 today. If volunteer numbers still fall short, then a draft lottery system could be considered, but only as a last resort.
